EOP: Common Core Speaker

I have a speaker coming to Enterprise on June 10, Monday. She will tell us about the dumbing down and propaganda education plan for our children and grandchildren…Common Core. Our children are the future of America and our most important resource. She will explain what it is, who is behind it and what we can do about it. Depending on the response, the place is TBD, time will be 1 p.m., tentatively. The speaker will be leaving for Walla Walla immediately following our meeting. We are so lucky to be able to have her here. We must protect our children, so please send this out to your contacts, call others and ask those interested to RSVP to this email address or call me so I can make arrangements for a place that will accommodate us. EOP: End to recreational mining in Oregon?

Oregon Bill would end recreational prospecting and Freedom from Religion is at is again.

First of all, The Freedom from Religion Foundation is suing the city of Coos Bay to have its one and only Vietnam Memorial removed. They are doing so because it has a cross on it. I have set up a the site is very simple, but it serves as a rallying point for the people down here in Coos Bay. It would be nice if we can get thousands of signatures on our petition from all of the Counties in Oregon the in support of the people that are trying to save the Vietnam Memorial.

Secondly, The North Bend Prospectors Association, our most active social groups on the south coast of Oregon faces extinction because of five proposed Senate bills. However, it’s not just this particular prospecting club… this is a statewide issue. One senator, in the name of environmentalism is trying to end all recreational mining and prospecting on rivers in Oregon. if any two of these five bills pass he will have accomplished that goal. I have set up a website about this particular issue as well: This issue is a statewide issue and the implications are far-reaching. For example, one of the bills has in it a provision that will make where someone cannot cut any trees within a quarter-mile of water. I know on the south coast of Oregon that would mean you couldn’t cut trees on any private property.

I hope that you can share these two issues and the two websites with fellow leaders around the state. I’m confident that if we all work together we can defeat most of these issues. However, on the flip side if we stay within our small groups they will pick us apart one by one.

NO HB 2153 Allows school district board to place limitations on proposals for public charter schools that board will evaluate if specified percentage of students of school district are enrolled in public charter schools.
Public Hearing: House Education Committee on March 22 at 1:00HR D.

This bill could deal a major blow to public charter schools in Oregon by potentially limiting a district’s enrollment in public charter schools to 3%, by allowing school districts to limit consideration of public charter schools to only those supporting the district’s selected educational goals, and by allowing districts to close public schools if they do not meet these selected goals. 
NO HB 3232 Directs Oregon Education Investment Board to design and implement programs that make strategic investments related to education. 
This bill further centralizes education decision making and funding in Oregon. The bill launches a strategic investment program aimed at early childhood education and career awareness development.
First, early childhood investments have been found to be ineffective.
Second, decisions on what will be funded will be controlled by the OEIB and the State Board of Education and will be a potentially highly political and manipulative approach.
Finally, funding of this program will have to come from other, perhaps, more deserving areas of school funding. This is one piece in the State’s plan to overhaul pre-school to higher education in a centrally controlled fashion. It appears to bypass input of students and their parents.

YES HB 3093 which allows sponsor of public charter school to terminate charter for failure of school to have audit prepared or failure of public charter school to forward other information to sponsor.

We support this bill because charter schools that do not get audits to prove they accurately track their financial records should not continue to receive taxpayer money. Requiring charter schools to have prudent and orderly finances is as close to free market discipline as we can get. It is also essential for the public to have confidence in charter schools.

Report from Oregon Citizens Lobby Elections, Initiatives and Referenda Team
Please URGE A NO VOTE on all these bills.
There are several proposed elections bills which will Constitutionally change the way we choose and recall our governing bodies!
HB 2738–FIRST PUBLIC HEARING: Elected PCPs.  Changes name of office of “precinct committee person” to “precinct representative.”  Modifies manner in which precinct representatives may be elected. Ask for a NO VOTE!!  This bill doubles the amount of PCPs which will now be named PCRs, and sets for a system where their election is virtually eliminated.  HB 2738 also takes away certain voting rights of elected PCPs vs. appointed PCPs.
HB 3304 **–FIRST PUBLIC HEARING: Creates Commission on Fitness of County Clerks to appoint county clerks, hold hearings upon complaint concerning conduct of county clerk and censure or remove county clerks for cause.  Ask for a NO VOTE!! 
Only takes affect if HJR 32 is approved by the people. 
Clerks are locally elected and accountable to local citizens.  This bill calls for a drastic change in the way we choose and recall the office of County Clerk.  A total assault on Local Control, it creates an expensive and potentially abusive bureaucracy to oversee County Clerks.  All of the current selection and discipline of these Clerks is changed.  They are subject to a hearing on the accusation of One citizen and some of the information that is presented in the hearings done by the ‘Masters’ may be hidden from the public (See Section 5 of this bill).  Please read the draconian language of this bill for yourself.
HJR 32–FIRST PUBLIC HEARING: Proposes amendment to Oregon Constitution to remove county clerks from elective officials of county.  Ask for a NO VOTE!!
This bill calls for drastic change in the way we choose and recall the office of County Clerk and it is a total assault on Local Control.  This bill is subject to the public vote. Currently these Clerks are locally elected and accountable to local citizens through the election and recall process.  Recalls are already set forth inArticle ll Section 18 of our Oregon Constitution (***or see quotation at bottom of this letter).  This is anExtraordinary Assault on our Constitutional rights!!

The following are gun bills released so far. Bills with an “X” before them are anti-gun bills. Those with a “+” before them are pro-gun bills, and those with nothing before them are either neutral or simply make no sense.

X SB 346 Creates crime of unlawfully transferring large capacity magazine. Punishes by maximum of one year’s imprisonment, $6,250 fine, or both

X SB 347 Modifies crime applicable to possession of firearm, or instrument used as dangerous weapon, while in or on school grounds. Requires entity controlling school grounds to adopt written policy before concealed handgun licensees may assert affirmative defense to crime.

+ HB 2365.Authorizes county sheriff to waive residency requirement for concealed handgun license if applicant resides in another state. (Allows residents of any state to apply for a CHL in Oregon)

+ HB 2367 Provides nonresidents who are authorized to carry concealed handgun in another state with protections provided to persons with Oregon concealed handgun license

+ HB 2368 Modifies circumstances under which public body may disclose concealed handgun license information.

+ HB 2369.Provides honorably retired law enforcement officers with protections provided to Oregon con- cealed handgun license holders

+ HB 2376 Modifie s authority of county sheriff related to issuance and revocation of concealed handgun license.

+ HB 2377 Authorizes issuance of concealed handgun license to person convicted or diverted for certain marijuana offenses in another jurisdiction, if conviction or diversion is equivalent to conviction or diversion that does not operate as bar to obtaining license under Oregon law.
Expands class of marijuana convictions that do not operate as bar to obtaining concealed handgun license to include misdemeanor conviction for possession of marijuana that was committed before possession of less than one ounce was made punishable solely by fine under Oregon law.

HB 2588 Directs Department of State Police to identify states that recognize Oregon concealed handgun licenses and that impose eligibility requirements for issuing concealed handgun licenses that are substantially similar to Oregon requirements.
Provides nonresidents who are licensed to carry concealed handgun in state identified by De- partment of State Police with defenses provided to persons with Oregon concealed handgun license. Prohibits arrest of nonresidents who possess valid concealed handgun license issued in state whose license is verifiable through use of national law enforcement data system.
Prohibits issuance of Oregon concealed handgun license to person convicted of, or found guilty except for insanity of, misdemeanor involving violence.

HB 2589 Eliminates requirement that concealed handgun licensee be resident of county in which license is issued.
Modifies fees related to issuance of concealed handgun license.

+ HB 2605 Modifies certain law enforcement defenses applicable to certain firearms-related crimes

The Federal Government and Our Public Lands   Thursday, July 12th from 6PM to 8:30PM Flying J, La Grande, OR   Eastern Oregon Patriots will present Stephen Pratt to speak on the Constitutional conditions/authority of the federal government to own public lands. He will also touch on action that can be taken on this topic.

A short introduction to Stephen Pratt:

Stephen Pratt grew up on a backwoods ranch in the State of Washington. His family was still using draft horses until he was about twelve years old. Steve graduated from Brigham Young University with a master’s degree in education. He did further post graduate studies at the University of California at Berkley in the 1960’s. He taught full- time in the public school system for six years and then taught for one year in a private school. Seven years were spent working for the National Center for Constitutional Studies under the direction of renowned historian, W. Cleon Skousen, where Pratt devoted his time to research and teaching in many locations in the United States and two foreign countries.

During the spring of 2005 Stephen was urged by friends to teach a class devoted to American principles and problems. The very successful 16 week course has developed into a program called “Liberty and Learning.” The lessons focus on understanding our history and how it relates to current events. A web site has been established under the name “”

With his wife, Belva Gae, they are the parents of four children and reside on a sixty acre “ranch” at Cove Fort, Utah. Stephen Pratt is an accomplished craftsman and for the past 20 plus years has earned a living with his hands in a family business called Pratt Wagon Works, where he with his son, Ben, build historic wagons, printing presses and other old fashioned reproductions.

He is working with the Utah legislator that crafted HB 148 that was signed in to law in Utah. Steve Pratt has developed his program that will help all of us get up to speed. He also has credibility with many County Sheriffs and that can only be good for the cause. Sheriff Palmer in Grant County and Sheriff Gil Gilbertson in Josephine county is a part of this group.

EOP: Politics Vs Business–Bank Of America

McMillan Fiberglass Stocks, McMillan Firearms Manufacturing and McMillan Group International have been collectively banking with Bank of America for 12 years. Today (April 19, 2012) Mr. Ray Fox, Senior Vice President, Market Manager, Business Banking, Global Commercial Banking came to my office. He scheduled the meeting as an “account analysis” meeting in order to evaluate the two lines of credit we have with them. He spent 5 minutes talking about how McMillan has changed in the last 5 years and have become more of a firearms manufacturer than a supplier of accessories.
At this point I interrupted him and asked “Can I possible save you some time so that you don’t waste your breath? What you are going to tell me is that because we are in the firearms manufacturing business you no longer what my business.”
“That is correct” he says.
I replied “That is okay, we will move our accounts as soon as possible. We can find a 2nd Amendment friendly bank that will be glad to have our business. You won’t mind if I tell the NRA, SCI and everyone one I know that BofA is not firearms industry friendly?”
“You have to do what you must” he said.
“So you are telling me this is a politically motivated decision, is that right?”
Mr Fox confirmed that it was. At which point I told him that the meeting was over and there was nothing left for him to say.

I think it is import for all Americans who believe in and support our 2nd amendment right to keep and bear arms should know when a business does not support these rights. What you do with that knowledge is up to you. When I don’t agree with a business’ political position I can not in good conscience support them.

EOP: Make the FS have TRUE Public Notice!

If you listened to the I Spy Radio Show on Saturday you heard Karen Budd-Falen, Atty., discuss the ability of the Forest Service to be able to close forest roads without true public notification. If you are interested in hearing her explanation go to and listen to the current show.

Attached are two letter templates that you can use to stop their ability to close roads using the Federal Registry without true public notification. If you chose to use the attached templates be sure to date and fill in your personal names and addresses. The first letter is to the Forest Service requesting a personal notification for any changes or actions (and double check that the Baker City address is correct). The second letter is to your county commissioners requesting they hold only public meetings with the forest service so that community individuals can make public comments. Both letters should become a matter of record so should decisions be made without proper notification it adds strength to having standing at a later date.

A list of all the road numbers proposed to be closed or partially closed ON THE ENTIRE WALLOWA WHITMAN NATIONAL FOREST will be coming very soon!

 Here is the reality friends.
This is your opportunity to take an action to protect your home.  Do not worry about whether or not you may have standing in the eyes of the USFS.  If you have a passion and love for Wallowa County, your freedoms, your rights, your customs and culture then you need to file this appeal.
Get all your friends and family to joint us on Saturday and have them file an appeal also. 
The USFS would have folks believe they only have the right to be involved if they commented before.  Thats by USFS  regulations friends, they adopted those rules to make their life easier and no one has the power to tell us we cannot defend our beliefs and our homelands.
The USFS does not know us, The USFS does not know our homelands, and further more the USFS does not want to.
My position friends is that they damn well might take my home from me but I am damn sure not going to just give it to them.
Saturday at the Cloverleaf is our chance to take the fight to the USFS.  Keep in mind that the friends of our enemy are our enemy also, those you know that are saying “I oppose this also” have the chance to stand up and be counted.  Look around Saturday and see who your friends are.

Attention to all who refuse to lose access to their forest:  On April 6, 2012 at 6 PM, there will be
a public forum at the Blue Mountain Conference Center (404 Twelfth Street, LaGrande, OR).
Kerry White, of Montana’s Citizens for Balanced Use, is the guest speaker and will be discussing
the appeal process on the Forest Service’s Decision to CLOSE almost 4,000 miles of roads in the
Wallowa Whitman National Forest.  This is an issue to all who use the forest for camping, wood
cutting, berry picking, grazing, mining, etc.  The Forest Service will issue a fine of up to $5,000
and up to 6 months imprionment or both if you are violation of this absurd plan.  We must unite
so our voices are heard.  The appeal deadline is April 30, 2012.  Please Join Us.

EOP: Concealed Handgun Privacy bill

Contact the Governor immediately and urge him to sign HB 4045 for CHL privacy.

As you know, the Oregon Legislature passed HB 4045, a bill that would provide limited protections for the privacy of CHL holder’s personal information.  As of today, the Governor has NOT signed the bill into law.

Kitzhaber has never been a friend of gun owners and as such we really cannot predict what he will do with the bill.   Kitzhaber earned a reputation as “Dr. No” because of his alarmingly frequent use of his veto power to undermine the will of the people and the legislature.

We are now at a crossroads. It is very important that we, (one more time) make our voices heard and contact the Governor with the short and simple message, “Sign HB 4045.”

You do not have to send a long message. Just the simple “Sign HB 4045” will do it.

We have all been working for years to protect the privacy of people with concealed handgun licenses.  License holders deserve far more than the limited protections this bill provides, but they certainly deserve at least that.

EOP: Our Eastern Oregon National Forests are in crisis

National Forest Management provided county funds for schools and roads until the year 2000 when the Secure Rural Schools Act of 2000 was introduced. This act gave money to counties in lieu of the money these counties once received from the harvest on the National Forest. Forest Policy Analyst Lindsay Warness will join the Eastern Oregon Patriots’ meeting to discuss this quagmire in further detail and outline some opportunities for action with regards to fiber supply for the local mills.

EOP: ACTION ALERT – VOTE NO on HB 1464 and 4165 – – Flood Senate and House NOW


HB 4164 and HB 4165 are being discussed on Senate Floor right now. Both are bad bills. Contact your senator and others NOW. Tell them to VOTE NO on HB4164 and HB 4165.

HB 4164 Healthcare Exchange bill will:

  • Open the door for potential misuse of funds, as well as, inefficient administrative/operational practices
  • It grants the Oregon Health Insurance Exchange Corporation discretionary financial authority and license to impose/raise taxes and fees
  • Any excess collected fees can be deposited into any account, to use for any purpose, without any oversight
  • Since the law specifically gives the Corporation the authority to do this, the annual audit by the Secretary of State is useless to stop these practices

HR Bill 4165 will:

  • Remove sunset on Early Learning Council and provides funds for and expands oversight of Early Learning
  • Establish goals and timelines for Early Learning Council to complete specified projects
  • Establish Youth Development Council to oversee unified system that supports academic success and reduces criminal involvement
  • Abolish Juvenile Crime Prevention Advisory Committee and transfers functions to the Youth Development Council 
  • Abolish state and local commissions on children and families and transfers functions to the Early Learning Council and Youth Development Council
  • Abolish Commission for Child Care and transfers functions to Early Learning Council
  • Declare emergency, effective on passage

EOP: Guest Speaker on Eastern Oregon National Forests Crisis

Our Eastern Oregon National Forests are in crisis. National Forest Management provided county funds for schools and roads until the year 2000 when the Secure Rural Schools Act of 2000 was introduced. This act gave money to counties in lieu of the money these counties once received from the harvest on the National Forest. Forest Policy Analyst Lindsay Warness will join the Eastern Oregon Patriots’ meeting to discuss this quagmire in further detail and outline some opportunities for action with regards to fiber supply for the local mills. Thursday, March 8th, 7 p.m. at the Flying J Restaurant, 63276 Hwy 203, La Grande.
